Part P explained:

The Office of the Deputy Prime Minister advised of the commencement date of January 1st 2005 for the approved competent persons scheme, known as Part P. The statement also included details about the administration of Part P and how it will be applied.

In May 2003 the government announced that it would introduce a new addition to the existing Building Regulations to be known as Part P. Part P places legal requirement for safety upon electrical installation work in domestic dwellings, referencing the standard, BS 7671 and it has been regarded by most domestic electrical installers as a step in the right direction to introduce added professionalism to the electrical industry. Part P would only be introduced in law when self-certification schemes were in place to ensure competency of the work undertaken. Such schemes are now in place. Part P of the Building Regulations became a legal requirement on January 1st 2005

At Able Skills, we are providing training to help electricians and others outside the industry to get prepared for Part P. With the advent of Part P, the NICEIC, ECA and Corgi have decided to collaborate and provide a modular training course which is now a national qualification for domestic installers.

This course, VRQ Level 2 qualification, covers the scope of work to become competent for electrical work within a dwelling. The modular structure allows for those already in the industry, such as competent but unqualified electricians, to pick and choose the sections they are not up to date with. Similarly, those with no qualifications at all can take the full course. The course is aimed at candidates with no formal qualifications in order to bring them in line with the building regulations and on their way to becoming domestic installers.

This course is suited to those persons who seek to register with one of the five Governing Bodies, onto the Part P scheme, in order to self certify their work to meet the requirements of the Building Regulations.

Small jobs where replacement is on a like for like basis, such as replacing a socket-outlet or a light switch on an existing circuit, will not need to be notified to building control (although there are some exceptions). All work that involves adding a new circuit or work within a special location will need to be either notified to building control, (who will then inspect the work), or be carried out by a competent person who is registered with the Part P Self-Certification Scheme.

Persons registered with the Part P Self-Certification Schemes will be qualified contractors with the ability to thoroughly check a circuit for safety. They are required to issue an Electrical Installation Certificate that complies with Building Regulation requirements when the work has been completed.

Part P of the Building Regulations is aimed at people who regularly carry out electrical work in support of their main trade. This generally consists of Kitchen Fitters, Bathroom Fitters and Plumbers etc, but also applies to anyone carrying out electrical work in a dwelling, which is classed as being notifiable to Building Control.
